In der diskursiven Praxis der internationalen Kooperation wird großer Wert auf Horizontalität und auf „Partnerschaften auf Augenhöhe“ gelegt. Jedoch ist eine solche Symmetrie faktisch eher selten erreicht, da die Beziehung zwischen kooperierenden Partnern oftmals von klaren Machthierarchien bzw. von starken Unterschieden in Ressourcen und Expertise gekennzeichnet ist. Ausgehend von der Theorie des kommunikativen Handelns von Jürgen Habermas werden in dieser Studie drei konkrete Maßnahmen empfohlen, um die Legitimität und Akzeptanz von asymmetrischen Kooperationsformen zu erhöhen.
