Singapore’s Mass Rapid Transit: Privatisation and Re-Nationalisation

Long Tian Feng, Sivaranjani Suresh & Tan Ngiap Joon
As states have become more crowded and complex, and demands on transportation have grown, an issue that states continue to grapple is deciding on the types of public and private roles in the ownership, funding, planning, managing, and operating arrangements of public transport. In Singapore, this struggle is best observed in the management of the Mass Rapid Transit (MRT) system. Since its inception, the MRT system has changed from being completely state owned and operated,...

From Drug War to Green Rush: the Evolution of Drug Policy in Thailand

Naomi Lin Jialin, Nontakorn Vachiraprasith & Jason Brown
Thailand became one of the first nations in Asia to legalise medical cannabis in 2019, challenging the region's widespread stance against wider narcotic use including cannabis. The cannabis plant has historically been used medicinally and recreationally in Thailand before being outlawed in many nations an intoxicant. This case covers the state's initial efforts to control cannabis usage in its so-called war on drugs. It lays out the central actors and their considerations in legalising cannabis,...

Choosing to Forget: A Discussion on Singapore's National Identity with respect to Demolished Buildings

Tan Zhi Han, Jyan Ong & See Hao Jun
Buildings are not only physical structures, but they also store memories that allow for intergenerational storytelling. The Old National Library, the Old Kallang Stadium, and Dakota Crescent are more than popular destinations for Singaporeans. Each of these places contains many unrecorded tales of the families and individuals who have come and gone, and these stories weave together to form a collective narrative beyond the British-Japanese-Malaysian-Singapore textbook storyline. A study of the demolished national buildings in...

Rehabilitation, Recidivism and Reintegration: An Examination of Singapore's Penal System for Drug Offenders

Stephanie Chok
Singapore has the third highest prisoners-per-population rate among advanced economies, due largely to a strict stance on drug-related crimes. An earlier case study detailed the evolution of Singapore's 'war on drugs'. The case study begins with a brief statistical overview of Singapore's prison population, with an emphasis on drug offenders. This case study will also give an introduction to the Singapore Prison Service (SPS) and its key partners, as well as their incarceration, rehabilitation, and...

The Changing Landscape of Stray Dog Management in Singapore

Stasha Wong & Tara Thean
Singapore's stray population had been difficult to manage throughout the country's history due to resource constraints, differing views on stay population control, and existing informal systems of stray dog "ownership". The five-year nationwide Trap-Neuter-Release-Manage programme for stray dogs, announced in 2017, was a major step in Singapore's stray dog management journey—one that involved collaboration between government and non-government actors. This case study discusses this collaboration and how it came about.
