The study deals with german ideas and plans for establishing an "International Organisation" during the period 1815-1871. Many Germans criticized the Vienna system of international relations: International law scholars, philosophers, journalists and publicists, democrats, the "friends of peace", etc. concluded that the "balance of power" system was not be able to prevent war and to ensure a lasting peace.
