This paper provides an overview of Organization for Security and Co-operation in Europe (OSCE) police-assistance programs in Central Asia, which the organization has been administering since 2001. The paper calls for a reappraisal of the framework within which OSCE police-assistance programs are implemented. In particular, it assesses the problems of conducting security-sector reform within a nondemocratic regime, and offers proposals for a more politically-informed response to security challenges in the Central Asian region.
