Effectivity of Bioenergy Production Chain Development Policies: an Assessment for the Netherlands

This paper evaluates policies for promotion of bioenergy production in the Netherlands, using a new theoretical framework. According to the framework, five conditions need to be met for successful bioenergy chain development: (i) availability of (proven) technology, (ii) access to information on technology performance, on inputs and outputs, (iii) access to feedstocks, financial means and markets, (iv) locations for new installations and (v) efficient lobby activities and public support.
