The Fish and Wildlife Coordination Act (16 use 661-667) requires that action on licenses, permits, and construction projects regulated or undertaken by other Federal agencies in waters of the United States must include consultation with resource agencies (NMFS) and equal consideration of fish and wildlife resources.
