This report investigates the economic efficiency of the current allocation of red, gag and black grouper between the commercial and recreational fishing sectors in the Gulf of Mexico. Our results suggest that the 2012 allocations are not economically efficient because the willingness to pay for an additional unit of quota differs between these sectors.
