Proces wolnych i demokratycznych wyborów przeprowadzony w społeczeństwie obywatelskim zakłada wysoką partycypację w akcie głosowania. Niska frekwencja wskazuje na pewne dysfunkcje w systemie politycznym, w tym także wyborczym. Mogą też być symptomem poważnych problemów politycznych i społecznych.
